Mayor Charles Phlegmming is the pompous, short and self-centered mayor of the city of Frank. He’s shown throughout the movie campaigning for re-election against Tom Colonic. He‘s the secondary antagonist of the film.
Personality[]
When appearing before reporters or to the entire City of Frank, Phlegmming presents himself as a dutiful, observant, and analytical politician with a sense of humor. However, when he is away from the public eye, Phlegmming reveals himself to actually be corrupt, reckless, selfish, and irresponsible. His corrupt policies are largely responsible for Frank's deteriorating health. Though he claims he wants Frank to be healthy, Phlegmming does little to no effort to make changes to Frank's health and hygiene or see how his own actions were affecting Frank and his body.
His rash and incautious nature causes him to be blown away at the end of the movie as he presses a button, reading "DO NOT TOUCH!" which triggers Frank's flatulence.
Osmosis Jones (film)[]
Phlegmming campaigns for his reelection throughout most of the film. He and his assistant Leah were the first cells to know of an impending threat to Frank. To cover this up, he takes control of Frank and makes him take a cold pill. He also fires Osmosis for blowing up the zit, even though it was the right thing to do.
As Frank almost dies from Thrax's attack, he is removed from office. He is last seen as a janitor cleaning a section of the bowels, where he accidentally ejects himself through the rectum .

- His personality is modeled after Richard Nixon.
- Brian Murray, Gregory Peck, Colm Meaney, Kelsey Grammer, James Woods, Christopher McDonald, Tommy Lee Jones, Eric Roberts, Patrick McGoohan and Ernest Borgnine were all considered to voice Mayor Phlegmming before William Shatner was cast.
- He, Leah, Tom Colonic and Shane were written-off in Ozzy & Drix.
- There has been talk about a scene that was cut from the film where in between where Frank returns to normal, and when we see Phlegmming working in the bowels as an intestinal cleaner, he would have admit to his faults. There has been discussion about why it was cut, but nobody really knows for sure.
- In the novelization of the movie on either the front or back cover (depending on which version you look at) the decision to use the sprite of him from the Mystery of the Rash Outbreak flash game was made. It's unclear why this was done, since the other characters featured had their own renders on the back (or front), but it was a solid piece of evidence the flash game actually existed.
- In the partially lost flash game Osmosis Jones Mystery of the Rash Outbreak, the player must head to his office and play his gameshow So... you think you're smart? Where he asks the player questions about the human body and gives 20 seconds to answer. He also seems to be voiced by a different VA, since his voice sounds different than in the film
- He is also noted to be wearing a different outfit during this segment, sporting a yellow suit with red spots and a bowtie, in comparison to his usual dark blue suit and normal tie
- upon winning his game, he gives you a morph permit which generally says a lot of unimportant nonsense, but what is really interesting is that on this permit, he casually drops the r slur twice, implying that he likely has that word in his regular vocabulary (this isn't even a joke)
